User petitions to handheld companies are not new. Previous user petitions have ranged from asking for OS upgrades to asking companies to open up their APIs to third party developers. OS upgrades for handheld devices are more difficult than for desktop PCs, as the OS must be tailored for each specific model individually due to current handheld design techniques. Historically, some companies have provided upgrades while others have not, and some have charged for upgrades while others have made them available free of charge.">
